Funded by: EBRD

Partners: ACT Global

Date: 2025-2026

This project supports Tajikistan’s national power utility, Shabakahoi Taqsimoti Barq (STB), in improving access to market-relevant skills and employment for youth, women, and residents of underserved regions, especially in Khatlon and Dushanbe.

In partnership with the Institute of Energy of Tajikistan, the project focuses on designing, piloting, and accrediting a dual-learning vocational program aligned with national education standards and energy sector needs. The program emphasizes energy efficiency skills, green competences, and inclusive outreach, with special efforts to increase female participation.

Key activities include:

  • Developing an accredited, gender-sensitive dual-learning curriculum.
  • Launching a pilot cohort.
  • Training instructors and building institutional capacity.
  • Conducting employer satisfaction surveys and impact monitoring.
  • Running visibility campaigns and outreach efforts to promote the program and women’s roles in energy.

By the project’s end, the program aims to serve as a scalable model for other vocational institutions in Tajikistan, contributing to the country’s inclusive growth and sustainable workforce development.
